It has always been a fundamental responsibility of public sector and not-for-profit organisations to demonstrate value for money performance and seek constant improvements in operational efficiency.  Recent government initiatives have highlighted this responsibility, provoking reforms across the public sector, and HR functions are playing their part in looking for ways to deliver more and better for less.
