Creating the next generation of HR business partners. DWP’s scale among Government departments affords it the opportunity to be a trailblazer in the establishment of standards of excellence, professionalism and effectiveness in the pursuit of ever-increasing value for money for the taxpayer. Like any other part of the service, HR has an important contribution to add.
To this end, DWP’s overall HR Director General Chris Last has been leading a project to create the “Next Generation HR” in Government, through improving the professionalism of the HR function across the Civil Service. They recognised that one of the key planks for success was ensuring that HR Business Partners (HRBPs) are functioning at a strategic level in their advisory work with the business.
In common with many other organisations using the “Ulrich model” in HR, DWP found that it was not deriving full value from its HRBPs, 3 years on from its transformation. So in early to mid-2009, Sarah Scullion, HR Director for the Pension, Disability and Carers Services, took the lead sponsor role in working out how this could best be rectified. With a plan to use DWP as a pilot for the rest of the Civil Service, her colleague Head of Learning and Development Jerry Arnott began investigating who had new and interesting ideas in this field. After an extensive research and procurement process, by September 2009 they had selected us at Orion Partners, a specialist HR Transformation consultancy, for our proprietary Success ProfileTM methodology, our unique and purely developmental approach to Development Centres, and our extensive public, as well as private, sector experience.
